About National Sea Change

National Sea Change is transforming the narrative around substance use, harm reduction, and addiction. Supported by the Rx Foundation, Sea Change launched the National Sea Change (NSC) campaign in 2022—and it continues to grow. Our mission is to shift public understanding toward a compassionate, health-centered perspective by addressing stigma, misinformation, disinformation, and fear.

We are committed to ensuring that opioid settlement funds are used equitably, transparently, and effectively, focusing on communities most impacted by overdose, substance use disorder (SUD), punitive policies, and decades of disinvestment.

Our Goal

To bring together Harm Reduction Centers, Recovery Community Organizations, organizers, and people with lived experience to build collective power and advance compassionate, evidence-based solutions. Building on our New Jersey–based power-building model to normalize harm reduction, we are expanding statewide efforts across the U.S. to fight for:

  • Compassionate and accessible health care

  • Comprehensive harm reduction services

  • Proper and community-centered use of opioid settlement funds

Our Approach

We are building community, peer support, and collective power by and for people directly impacted by SUD. By uniting harm-reduction–focused recovery community centers with grassroots organizers, we work state by state to:

  • Share best practices in policy and implementation

  • Develop strong communications and narrative strategies

  • Foster compassionate support systems

  • Identify and advance pathways to full harm reduction

Through intentional strategy and the leadership of people with lived experience, we work to create greater health equity, human dignity, and mutual respect nationwide.

New Jersey Opioid Settlement Advocacy Group

Sea Change is a proud member of the New Jersey Opioid Settlement Advocacy Group (NJOSAG), a peer-driven initiative that unites individuals directly impacted by the opioid crisis—including people with lived experience, stakeholder organizations, family members, and allies. Together, we advocate for the equitable, community-centered use of New Jersey’s opioid settlement funds.

NJOSAG is dedicated to ensuring that opioid settlement dollars are invested in the programs and supports that truly strengthen recovery and community resilience. Our priorities include:

  • Recovery housing

  • Transportation

  • Family support

  • Grassroots recovery initiatives

  • Harm reduction services

  • Employment and workforce pathways

  • Establishment of a statewide Office of Recovery

Why This Matters

New Jersey’s Opioid Settlement Funds—managed by DMHAS as the fiduciary agent—come from litigation settlements and are distinct from traditional DMHAS funding streams. Because these funds originate from years of harm and loss experienced by our communities, their allocation must be guided by the voices of:

  • People in recovery

  • People who use drugs

  • Family members

  • Community advocates and allies

These dollars must not be used to replace existing funding or fill budget gaps. Instead, they must be directed toward equitable, impactful investments that reflect the real needs of the people and communities most affected by the opioid crisis.

Not One More NJ: Campaign to End Overdose

The Not One More (N0M) campaign unites on-the-ground organizations and community members to end the overdose crisis in New Jersey. Founded in 2019 at the Jersey Shore, N0M has grown into a statewide movement that builds community power, advances real solutions, and challenges the stigma surrounding substance use.

Our communities have carried the heaviest burden of the overdose crisis. Yet we continue to imagine—and fight for—a world rooted in care, compassion, and healing. A world where people aren’t punished or locked away for their struggles, but are met with dignity, support, and pathways to wellness.

We are people who use drugs, people in recovery, and loved ones of people with substance use disorder. Together, we take action to end the overdose crisis and fight for access to healthcare, treatment, and harm reduction tools that meet people where they are, are evidence-based and affordable, and empower every New Jerseyan to live a healthier life.

N0M hosts monthly virtual meetings for anyone looking to get involved in the fight to end overdose and build community together. New members are always welcome.
